Kelly M. McDowell has more than 30 years of extensive experience in government relations, regulatory affairs and lobbying. She spent six years as a legislative aide in the state assembly and state senate leaving to join the lobbying firm of Martin Schreiber & Associates in 1993. During her 17 years (three as a partner) with Martin Schreiber & Associates, Kelly helped clients achieve their objectives in the tax, environmental, regulatory, education, insurance and public policy areas.

Forming her own consulting firm, McDowell Capitol Consulting, LLC in 2009 was a logical progression in her career path.

Kelly served on the Dane County Board of Supervisors for six years, including two years as Vice-Chair of the Board and four years as Chair of the Health and Human Needs Committee.

A native of Madison, Kelly graduated from the University of Wisconsin – Madison in 1986 with a B.A. in English and in 2018 with a Master’s degree from the Robert M. La Follette School of Public Affairs and a Certificate of Entrepreneurship from the Graduate School of Business.
